Bridge buy queue

Add tokens in priority order with exact USDC amounts. When funding arrives, automatic routing buys the largest affordable prefix, then waits for later bridge transfers without skipping ahead.

The queue is disarmed. Saving targets never enables transactions; arming is a separate confirmed action available only in live mode.
